The dynamics of a disturbance: New and established interests in technology policy debates
Article Abstract:
The strategic and organizational changes in interest organizations affected by the rise of the Internet as a mass medium and their reaction to the new policy issues and the associated mobilization of new interests are investigated. The results show that new entrants created by technological change face substantially more constraints than established interests and that these differences may affect policy outcomes.

The author, maintaining many elderly people do not use the Internet due to lack of instruction and accessibility, argues it is important to introduce the Internet to the aged as it can enhance long distance relationships through electronic communication.
