The reform quandary; as McCain-Feingold awaits final judgment, the debate continues about the merit and finer points of campaign finance reform
Article Abstract:
Campaign finance reform debate during the 20th century started with Watergate's abuses, which led to the Federal Election Campaign Reform Act and McCain-Feingold, stopped by a Republican filibuster in 1997 but to be brought up again in the Senate in 1998. Some states have successfully passed campaign finance reform laws. The idea of some reform advocates that television states should provide free air time to candidates for office would violate constitutional guarantees of free speech and be an unconstitutional taking.

Article Abstract:
Intense public attention can motivate an industry to develop new business practices which are more humane or environmentally sound. When an industry does make changes, self-monitoring provides mix results in sustaining better business principles. Regulation enforced by law remains the best approach in promoting and sustaining an industry's change in standards.
