Without universal coverage, health care use data do not provide population health
Article Abstract:
Health care delivery in Minnesota could be as effective as that of Manitoba if the key issues of universal coverage and utilization of POPULIS are addressed. Prior to the passage of its health care reform legislation in 1992, Minnesota had no publicly controlled data health system which is essential in implementing public health care policy and subsequent health care delivery. The adoption of POPULIS in Minnesota would only be feasible if and when universal coverage is provided.

Explanation versus prediction: a comment on a paper by Dijkstra
Article Abstract:
Predictive models pose difficulties not because of description versus prediction conflicts but because of explanation versus prediction conflicts. Description versus prediction deals more with mathematical terms and disregardsthe basic substantive considerations of explanation and prediction. On the other hand, explanation versus prediction includes exogeneous variables whose future state and estimated interactions provide a more realistic model.

The authors analyze a the results of a survey taken to assess public willingness to give information to the Census Bureau. The relationship between one's knowledge of the census and opinions about it are examined.
