Citizen participation: project renewal in Israel
Article Abstract:
Project Renewal, a community renewal and development program, failed to broaden grassroot participation of citizens in social welfare and community development in Israel. Case studies reflected a paternalistic control over resident involvement in the programs. While urban renewal programs in the US fostered the development of grassroot organizations, the Israeli political system deprived the neighborhood groups of any meaningful role. The key political leaders manipulated and controled new organizations formed in the project, barring citizens to articulate their own needs and interests.

Progress Confined: Increases in Black Home Buying and the Persistence of Residential Segregation
Article Abstract:
Studies indicate that the number of African American homeowners has increased in the US during the 1990s, but a study focusing on Chicago, IL, also indicates that African Americans prefer to buy in racially segregated neighborhoods. African Americans were in 1990 the most racially segregated minority in the US. The social improvement that results in increased African American homeownership may be mitigated by segregated results. Government policies should increase financial ability to buy homes and open markets in which all Americans can buy.
