Article Abstract:
Major changes in the marketplace for electricity distribution will occur in California during March 1999. Technological products will be available for distributed generation. The products will not replace electric grids but can enhance them and some analysts believe they should be integrated in distribution. Utilities may resist the increased competition distributed generation can bring. Reformers argue that utilities should not be given a technological advantage.

Electric Competition, One Year Later: Winners and Losers In California
Article Abstract:
California instituted a major plan to restructure the electric utilities industry in April 1998. Consumers have seen little change, but the wholesalers have been affected. The state administers a Power Exchange and Independent System Operator program, and the restructuring raises many questions. Questions relate to cost of electricity, efficiency of markets, social and welfare.

Distribution Utilities: Forgotten Orphans of Electric Restructuring?
Article Abstract:
As the utility industry becomes competitive discussion regarding local distribution utilities (discos) needs to be aired. Conflicts arise because discos have an obligation to connect services efficiently and equitably. But the question still stands: how do they equitably allocate current and future costs among their customers and retail electric suppliers?
