Racial, economic, and institutional differences in home mortgage loans: St. Joseph County, Indiana

Article Abstract:

The home mortgage lending practices of businesses opeating in St. Joseph County, IN, were investigated to determine the existence of racial, economic and institutional differences in home mortgage loans. Multivariate analyses of loan denial rates revealed that low income and minority areas and individuals applying for home mortgage loans are more likely to be rejected. Data also suggest that bank discretion and lending practices significantly influence the number and amount of loans made.

The Chicago, IL, region has developed a new institutional structure of local government to address sustainable development. Nine councils, comprised of mayors and managers, emphasize collaboration and cooperation to solve a wide variety of regional growth issues, including solid waste management, regulatory standardization and transportation planning.
