Impacts of welfare reform on California grandparents raising grandchildren: reflections from the field
Article Abstract:
Data collection and evaluative research on the potential impacts of welfare reform must be enhanced to help policymakers in determining the actual effects of certain legislation on grandparent-headed intergenerational households. This was the conclusion of a study that involved 36 key individuals who were responsible for the implementation of the welfare reform plan of the state of California. The study dwelt in particular on time limits on aid, work requirements, and sanctions regarding teenage parenthood as these are believed to significantly affect grandparent caregivers and their families.
