Local autonomy: can LHAs handle it?

Article Abstract:

A number of developments are threatening to put the US housing system into disarray. Senate Majority Leader Bob Dole and other Republicans in Congress vow to remove the US Dept. of Housing and Urban Development (HUD) and transfer the responsibility of the agency to the states and local communities. Also, rescission bills passed in Congress have already started eating up the budget of housing authorities. Meanwhile, HUD Sec. Henry Cisneros' so-called 'reinvention blueprint' calls for issuance of housing vouchers to public housing residents who could use them to transfer from the housing developments. Experts say this blueprint could only result in the concentration of as many as 10,000 poor families in a single city, leading to an increase in homelessness.

LHAs promote economic growth

Article Abstract:

The Muskegon Heights Housing Commission (MHHC) is an example of the work that local housing authorities can do when they get proper federal funding. MHHC operates 3 public housing apartment buildings and several single family homes. To properly service its tenants, MHHC helps the local economy by buying goods and services.

LHAs partner with CDCs

Article Abstract:

Many local housing authorities are finding that teaming with community development corporations to build low-income housing is beneficial. The corporations strive to build a whole community, encompassing housing, small commercial development and job training programs.
