Special forces, counterterrorism, and the law of armed conflict

Article Abstract:

By implementing the Law of Armed Conflict (LOAC) the US could vastly improve its antiterrorism capabilities, freeing specialized military units to do their work and applying a better law to the treatment of terrorists. Problems with the current system include varying treatment depending on the state conducting prosecution, the need to negotiate with often unwilling or hostile foreign states, and reliance overseas on less capable forces to protect US lives. Terrorists do not qualify as prisoners of war under LOAC.

Analytic models and policy prescription: understanding recent innovation in U.S. counterterrorism

Article Abstract:

This article examines the the possibilities of terrorist attacks against the United States with the use of weapons of mass destruction. The author, maintaining there is a debate over whether or not the United States needs a budget for domestic preparedness programs, argues that the potential for a terrorist attack with weapons of mass destruction is great and a preparedness program is essential.
