Misperception and opportunity in South Asia
Article Abstract:
The US perception of security issues in the Indian sub-continent contrasts sharply with the dynamics of India and Pakistan's security policies in terms of the inherent risks. Although nuclear arms in the region constitute a long-term security risk, the focus on internal challenges, such as the Kashmir issue, reflects the urge to avoid confrontation and maintain the status quo. India and Pakistan's zero-sum perspective on regional security makes all external efforts to broker peace suspect. The US needs to encourage the reversal of enmity to achieve normalization of relations in the region.

Mult-track microproliferation: lessons from Aum Shinrikyo and Al Qaida
Article Abstract:
The author discusses the methods employed by the cult Aum Shinrikyo and by al Quaida, a terrorist organization associated with Osama bin Laden, to gain weapons of mass destruction (WMD). While both groups acknowledge different philosophies, their effort to acquire WMD follow similar patterns in creating large international financial networks to fund attempts to manufacture biological, chemical and nuclear weapons.

The May 1990 nuclear "crisis": an Indian perspective
Article Abstract:
The May 1990 crisis between Pakistan and India may be provoked by the terroristic activities of Pakistan in India since 1989 and the former nuclear capabilities. The possible nuclear confrontation between the two nations was prevented by the intervention of US officials who had a big stake in the failure of Pakistan's nuclear buildup. In turn, untoward incidents which may affect other countries were avoided.
