Partnerships: good citizen government relations
Article Abstract:
Citizens' groups and public officials can effectively work together to achieve a common goal by first developing trust in one another. A good citizen government partnership is one in which the citizens' group believes that government officials are interested in the public good and not in personal gain, while the public officials, in turn, believe that the citizens' group is looking out for the interest of the entire locality. Such relationships exist in the city of North Little Rock, AR. By working together, the city government and various citizens groups, including the North Little Rock History Commission, the Sherman Park Community Development Corp. and the Argenta Community Development Corp., have been able to implement several innovative housing and community development programs. Among these are the Paint Your Heart Out initiative, the Community Policing program and Local Ordinance District program.

DOE's partnerships for affordable housing
Article Abstract:
The Dept. of Energy (DOE) is striving to make low-income housing more affordable by helping to enhance the energy efficiency of public and assisted housing. Through its Partnership for Affordable Housing program, the department's Office of Energy Efficiency and Renewable Energy offers an array of direct on-site assistance services to housing providers. It uses a whole-building approach that considers preliminary design and renovation methods, bid specifications, and enhanced maintenance practices. By assisting to improve energy efficiencies, the DOE helps ensure that more operating funds are spent on other capital needs, comfort and living environments are improved, and housing is affordable and of superior quality. Initial partnerships have already been initiated in Chicago, IL, and Atlanta, GA.

PCS: the key to resident relations
Article Abstract:
Local housing authorities (LHAs) can improve communications with their employees, the general public and their residents by installing a phone communicating system (PCS). This technology, also known as outdialing, is highly sophisticated, user-friendly, affordable and connected to existing access. It can convey important messages in a timely and cost-effective fashion and provides a safe, positive avenue for delivering information. LHAs considering to install their own PCS should coordinate with PCS vendors to ensure the full application of the technology. They may consider US Telecom's PhoneMaster, said to be the premier telephone communications system in the US with years of experience serving the public sector.
