Transforming lease-purchase housing programs for low income families: towards empowerment and engagement
Article Abstract:
A study of the lease-purchase program of the Cleveland Housing Network (CHN) suggests that the conventional emphasis on homeownership as a gauge for stability does not apply to housing for disadvantaged populations. Low-income families may find more benefit from stable, long-term housing, owned or leased, that is within a supportive community network. CHN also needs to establish efficient property and administrative management practices and encourage client involvement in program administration and the development of supportive community networks.

Does inner city public housing exacerbate the employment problems of its tenants?
Article Abstract:
A study was conducted to determine whether public housing in the inner cities aggravates the employment problems of its residents. Tenant work behavior was examined to find out if it is adversely affected by address discrimination, location, eligibility criteria and rent schedules. The possible impact of public housing on tenant employment was further investigated with the use of the Urban Poverty and Family Life Survey. The findings failed to support the hypothesis that public housing hurts tenants' employment opportunities.

Encouraging private investment in older housing
Article Abstract:
The UK Government is providing grants to the owners of pre-1919 houses for the repair and improvement of the houses. However, the grant aid has not always targeted the properties with poorest conditions or the most needful households. The funded work of repair and maintenance lacks durability, which calls for alternative strategies for better utilization of public resources. Maximization of private investment is required to deal with repair, maintenance, and improvement of privately owned housing.
