The unfavorable exchange rate between the German deutschmark and the US dollar has led to high labor costs among German and shipbuilding yards. This situation, which is compounded by the modernization of shipyards in the former East Germany, has forced yard owners to implement cost reduction measures such as workforce reduction and automation. However, Germany's economics minister is optimistic that the projected increase in the demand for worldwide transportation will allow the country's shipbuilding industry to recover its competitiveness.

Improvements depend on privatisation

The plan to privatize the government-owned dock company Portnet in South Africa has been stalled due to opposition from its unions. Union leaders have continuously blocked any privatization attempts because they feel that this would lead to high job losses. Globe Engineering Inc. and Dorbyl Marine have signified their interest in the privatization plan but their offers were rejected. Despite these developments, Portnet continues to operate some of the world's busiest docks, with ships occupying them for the next three months.
