The Italian fleet has declined sharply over the years, from the 11,694,872 gt seen in 1980 to the present 8,184,348 gt. The Confederazione Italiana Armatori (Confitarma), the organization which represents Italian shipowners, attributes this decline to the country's failure to establish an international register. They also blame high management costs and the absence of tax incentives for the industry. Italian shipping lines are joining with the country's shipbuilders to find a solution to their mutual problems.

Increased financial pressure during warship procurement from government agencies and defence departments to ensure reduction in cost does not mean a reduction in capability. BEW Systems Naval Ships suggest that engineers should be involved at the earliest stages and must be kept informed about the financial implications of decisions to keep them cost consciousness throughout the designing process.
