Is City Challenge effective?

Article Abstract:

Liverpool, England City Challenge consultant, Jack Stopforth and Labour leader of Newcastle, England City Council, Jeremy Beecham disagree over the value of City Challenge. Stopforth considers the inner city development scheme will generate public and private investment of 170 million pounds sterling and 3,000 new jobs for Liverpool. Beecham considers the scheme the latest of several similar unsuccessful initiatives. City Challenge is financed at the expense of existing urban programmes. Concentration on capital projects will divert resources from more urgent needs.

Sporting specialists

Article Abstract:

The British Minister for School Standards explains that specialist sports schools and colleges are being created in order to raise the profile of sport in British schools. In much the same way that art colleges nurture artistic talent in students, so sports colleges will enable gifted athletes to develop their talents in a more sports-oriented environment.
