Tussauds Group Ltd development director, Ray Barratt and Green Balance Planning and Environment Services principal, Richard Bate disagree over the advisability of UK planning guidance on rural development. Barrat agrees with government encouragement of diversification and alternative land use. Sensitive leisure development could prevent rural decay through increased employment and economic growth. Bate considers Planning Policy Guidance note seven fails to advise on suitability of development or take account of environmental impact.
