Senator Howard Metzenbaum has introduced a bill that would allow the Consumer Product Safety Commission to restrict sales of guns and ammunition. The basis of the bill is a General Accounting Office report, the findings of which are criticized.

Buy-backs/amnesties merely fanciful gun control gimmicks
Article Abstract:
The National Rifle Association does not believe that firearms buy-back and amnesty programs effectively help in fighting crime. These schemes instead abet crime, protect criminals and squander taxpayers money and waste government efforts.

The Brady Handgun Prevention Act of 1993 was assessed by the Government Accounting Office and was found wanting. The fact that most criminals get there weapons illegally makes the law inadequate in controlling crime.
