Gore calls for action on climate change as Congress stalls

Article Abstract:

The Clinton administration wants Congress to implement a $6 billion programme of research and tax credits, to curb the increase in US emissions of greenhouse gases. However there is congressional resistance to efforts to slow the growth of US carbon emissions. It is reluctant to support the Climate Change Technology Initiative, and the additional $450 million earmarked for 1999, under the initiative, for research into renewable energy sources and energy efficiency technologies has been removed.
