Lack of cash for instruments 'threatens ESA science missions.' (European Space Agency)
Article Abstract:
European Space Agency (ESA) committees say future missions are under threat because member states are supplying inadequate funding for the development of scientific instruments. ESA regulations state that member states must finance the instrumentation for missions in which their national scientists participate. ESA committees have discussed ways of reducing costs for member states but reached no firm solutions. ESA announced NASA's provision of a 3.5-meter carbon fibre telescope for the Far-Infrared Telescope mission in exchange for 10% of viewing time.

Italian and US backers improve prospects for cheap trip to Mars
Article Abstract:
The European Space Agency's (ESA) planned Mars Express mission has received an offer from the National Aeronautics and Space Administration (NASA) for the voyager to send data from NASA's Mars Lander. Meanwhile, the Italian Space Agency (ASI) proposes building a radioastronomy dish for Mars Express. A decision will be made on the Mars Express mission by European research ministers in Dec 1998, and there is hope for a launch in 2003. An agreement with NASA would reduce costs both for the European and US missions.

ESA economies may allow Mars mission
Article Abstract:
The European Space Agency is preparing to launch an moderately-priced space mission to Mars despite being short of funds. The proposed Mars Express mission could be kept down to an estimated cost of 170 million US dollars provided that the launch year is 2003 to take advantage of minimum planetary distances and efficient use of scientific instruments. Other proposed missions have been discussed.
