The Mauritius enigma
Article Abstract:
The economic and cultural history of Mauritius do not appear to support democracy and development, but the island has had democratic stability since independence in 1968. It has also had sustained growth throughout the 1980s and 1990s. Mauritius has a mixed ethnic and religious heritage and there were race riots in the closing years of colonial rule. However, factors which fostered democratic development in Mauritius include the political sophistication related to having had two colonial rulers, the work ethic of the Indian population and the strong civil society which transcends cultural divisions.
