On the USFWS settlement regarding federal listing of endangered species. (US Fish and Wildlife Service)
Article Abstract:
A comprehensive settlement for The Fund for Animals, et al versus Turner, Civ No 92-800 will hurry the pace of listing animals as endangered species with the US Fish and Wildlife Service (USFWS), if put into action. The settlement requires the USFWS to make decisions on whether or not to designate 401 species as Candidate 1 species, species for which evidence sufficiently shows to be threatened, by Sept 1996. Currently the USFWS listings average 40 annually and many species remain in limbo for long periods of time. Clauses of the settlement also speed the pace of lower-priority decisions and support an ecosystem approach to listings.

A status review of state threatened and endangered species programs and the Massachusetts Initiative
Article Abstract:
A survey of state endangered species programs revealed that as a group, states protect a wider range of animals and plants than the federal government does under the Endangered Species Act, effect quicker intervention in saving species and also sometimes can govern practices on private land. The Massachusetts Endangered Species Act of 1990 and its 1992 amendments, which provides the most comprehensive state model, is examined and found to be more efficient than the federal act and a necessary adjunct to it, along with other state efforts.
