Insurance against debt default has not always protected those with loans to emerging markets where defaults occurred, such as Indonesia and Russia. Credit Suisse First Boston was the most important actor in the market for Russian debt, and is involved in a number of disputed deals. The definition of a default and the way that deals should be settled have become important issues. The restructuring carried out in Indonesia could be defined as a default, but there is no agreement on this.
