Assessing the penal harm movement

Article Abstract:

Most Americans believe that prisons should rehabilitate criminals and think of it as a humane way of inflicting punishment. Rehabilitation, however, is susceptible to criticisms. Government incentives should be linked to prisoner performance in programs that promote individual responsibility, control deviant behavior and promote public interest.
