Congress passes line-item veto

Article Abstract:

Congress passed a Republican-sponsored line-item veto bill in Mar 1996, which gives the president authority to veto certain parts of a spending bill without invalidating the whole measure. Critics say the bill gives the president too much power, while supporters say it will help curb spending.
