Cooling it; Wall Street firms try to keep Internet mania from ending badly; they upgrade their systems, stiffen trading limits to curb the speculation; 'these are extraordinary times'

Article Abstract:

Securities firms, online brokerages and industry regulators are considering issuing new guidelines on electronic trading as the volatility of Internet stocks is causing many novice investors to lose money, and overwhelming the systems of these brokers. The National Association of Securities Dealers, which regulates the Nasdaq Stock Market, is considering imposing some type of limits on trading in certain stocks to stem rampant speculation. Some brokerage firms are placing limits on margin trading, and online brokers are moving to improve their computer systems that have been overwhelmed by the volume of trading.
