Gaviria declares state of emergency

Colombian Pres Cesar Gaviria Trujillo on Nov 8, 1992, declared a state of emergency to aid in the fight against insurgent and drug-related gang activity in the country. Gaviria promised to focus on guerrilla leadership, finances, urban networks and operational capability.

Embattled president declares emergency

Samper declared a state of emergency after civil protests began when allegations that Samper accepted money for his presidential campaign from members of the Cali drug cartel. The proof for the allegations is fairly strong, and Samper's resignation was requested.
