Article Abstract:

Welfare reform legislation passed in 1996 requires states to move 50% of their welfare recipients into jobs or training programs by 2002. Business owners hiring welfare recipients will receive incentives that include tax credits and wage subsidies, but they may not be enough to cover expenses.

Readers' views on defense savings

Article Abstract:

Most 'Nation's Business' readers surveyed believe that savings from lowered military spending should be used to reduce the federal deficit. Only 10% believe the savings should be applied to expand non-defense programs, and 14% believe that the savings should be used to cut taxes.
