Managing innovation in the police service

Article Abstract:

Successful reform of police service relies on innovative processes that can adapt to rapid change. Challenges facing law enforcement include managing increasing demand, addressing drug-induced collapses of communities, responding to competition from alternative security resources and declining state legitimacy. Possible processes include reduced administration and decentralization of authority.

Cost- and service-effective solutions for local administration: the Finnish case

Article Abstract:

Telecommunications is an important factor in improving public sector quality management. It enhances available resources and uses them more effectively, and creates new resources for further efficiencies. Deployment of telecommunications systems in Finland doubled the number of transmitted files between agencies and municipalities without adding to their budgets.
