Road taxes, road user charges and earmarking

Article Abstract:

The UK Road Fund is a road finance program funded by earmarked taxes that was set up in 1921 but was abandoned in 1937 because of its unsuccessful implementation. This scheme has its potentials of becoming the more efficient road charging system if there are adequate government proposals for local earmarked taxes, Not only will it improve road finances, it will also clarify the role of environmental or 'green' taxes and effectively regulate capital-intensive network infrastructure.
