The SBA's CAPLine program, initiated in Jul 1994, to provides long-term, asset-based financing. Companies that can benefit from such financing, such as manufacturers and wholesalers, obtain the loan from a local bank, but the SBA guarantees 75% of the loan, up to $750,000.

The federal Community Reinvestment Act of 1977 has been revised to reduce paperwork that was discouraging banks and thrifts from lending to small businesses. The revisions assure that banks will be rated according to their lending activity.
