Technology bills languish as Congress races for exit; tax and copyright measures threatened

Article Abstract:

Disagreements in Congress are threatening three key IT legislative measures amid impending adjournment. First, a small group of senators postponed a final vote on a bill that would nearly double the numbers of visas for importing highly skilled foreign professionals. Opponents accuse the industry of inventing a labor shortage in order to hire less expensive foreign labor and lower wages. The move effectively prevents the bill from passing in 1998. Second, partisan bickering is threatening final passage of the Digital Millenium Copyright Act. Republican leaders in early Oct 1998 removed the comprehensive digital copyright bill from the House calendar, according to lobbyists and congressional staffers. The Republicans reportedly acted in response to the appointment of former Democratic Representative Dave McCurdy as head of a lobbying group, the Electronic Industries Alliance. Changes to the Internet Tax Freedom Act also could threaten final passage of this electronic commerce bill.

How to spot bogus bills

Article Abstract:

Counterfeit money can be identified by examining the texture of the paper and the details on the bill. When held up to the light, a genuine bill will show a vertical thread on the left side, and the portrait is bordered with minute lettering. Counterfeit bills should be retained and given to the police.

To catch a shoplifter

Article Abstract:

Store owners can identify shoplifters because they tend to behave differently from honest shoppers. For example, shoplifters tend to appear nervous. They avoid store personnel and may even behave rudely when approached. Additional characteristics are discussed.
