The strength of the Deutsche mark in relation to other European currencies and the stringent requirements for joining may delay the implementation of the European economic union past 1999. Countries with struggling economies do not want to be considered second class members of the Union.

Article Abstract:

The US dollar is up 50% against the Japanese yen and 20% against the German D-mark from its Apr 1995 low point. This is mostly good news for all three economies though, so that at the Group of Seven meeting in Berlin, Germany, Feb 8, 1997, foreign exchange will not be a major topic.
