The 'Earth summit' of the United Nations Commission on Environment and Development scheduled for Jun 1992 is collapsing under the weight of its own ambition. There are too many differing interests on environmental issues around the world for there to be a meaningful international consensus.

The green legacy

Article Abstract:

The 1992 Earth Summit was probably too ambitious for it to be an unqualified success, but it should have lasting, beneficial effects. The way in which the US was designated with the villain's role was counterproductive, regardless of whether or not it was deserved.

Article Abstract:

Setting fair limits for the production of carbon dioxide is difficult, as the economic cost of limits will vary between countries. The use of tradeable permits that allow for the production of carbon dioxide is one way in which the burden of cost can be shared.
