A mixed integer model of bidding strategies for outsourcing

Article Abstract:

A mixed integer programming model has been developed for formulating bidding strategies for the outsourcing of information systems. The model relies on discrete cost distributions and probabilities to reflect differential cost asymmetries and give the expected cost of a contract to the user-firm. It also uses truth revelation strategies that enable the user-firm to choose a contractor that offers high quality service at low cost.
