A new base for a lost war?

Article Abstract:

Panama and the US are negotiating a center to combat the narcotics trade which is planned to include US bases such as Howard United States Air Force Base. The two countries are divided on which installations should be retained by the US. The US has an intelligence outfit called the Joint Interagency Task Force South which monitors flights suspected of being linked to drug traffic. It is not clear whether the new center would have much impact on the drugs trade, and there have been objections from some Latin American countries concerned that it would be a way for the US to retain a military base in the region.

Panama's big day

Article Abstract:

The US is handing over the Panama Canal to Panama, and there are concerns that the Chinese, or drug traffickers, could gain control of the canal. China and the US have similar interests with regard to an efficient canal, so this is not a serious threat. The US could intervene if guerrillas became a threat. Investment in the canal is needed, and is more likely to occur after the handover, while the possession of the canal was a link to a colonial past. Corruption is still a problem in Panama, but Panamanians can manage the canal efficiently.

A canal deal: Panama and the United States

Article Abstract:

The US and Panama have begun discussing what role US troops will have in Panama once the Panama Canal becomes the jurisdiction of Panama. A proposal to turn a US base into a counter-drug facility faces great debate from surrounding nations and Panamanians.
