A victory for despots?

Article Abstract:

US envoy, Richard Holbrooke, has secured an agreement with Yugoslav leader, Slobodan Milosevic, on Kosovo, Yugoslavia. There are drawbacks to the agreement such as lack of clarity over Kosovo's status, but Holbrooke sees the agreement as leading toward progress on this issue. The deal may not stop fighting in Kosovo, or allow refugees to return, but it offers a chance to provide aid to refugees. Western governments can seek to aid the liberal opposition in Serbia. The North Atlantic Treaty Organization has also shown that sovereign states do not have rights to use violence againts their people.

Article Abstract:

Syria has become more involved in international affairs, and there have been a number of foreign visits by the president and foreign minister during the first half of 1998. Syria has been concerned about military links between Israel and Turkey. Syria has also put pressure on Lebanon to refuse an offer of withdrawal by Israel. Syria is ambiguous about the Middle Eastern peace process. There are divisions between Russia and Syria about Syrian debt. Syria has not decided whether to open up to outside investment, and the country's economic problems and outdated weaponry limit its influence.

The new, and improved, China awaiting Clinton

Article Abstract:

US president, Bill Clinton, is visiting China, and the visit has been criticized both by some Republicans on the political right, and by some Democrats with concerns about human rights. There are common concerns for the US and China, such as Korean stability and lack of conflict between Pakistan and India. The visit is seen as confirming an increased tolerance in China, and a greater willingness to look outward. There may be not major agreements as a result of Clinton's visit, but there are good reasons for the visit being made.
