AUSTRIA: ASFINAG WANTS HIGHER MOTORWAY CHARGES

Article Abstract:

Asfinag says that it needs public subsidies of Sch 1.5bn to 2bn annually in order to be able to finance the planned investments in the expansion of the motorway network. The costs of extending motorways towards East and North and the construction of second shafts in motorway tunnels are estimated at Sch 35bn. Moreover, Asfinag wants the motorway usage charges (vignette), to be raised by 20-30% in 2001. An increase of 20% would raise Asfinag Sch 500mn annually. Asfinag has received the income from the usage of Austria's motorways since 1997. The money should finance the expansion and maintenance of the motorway network and the paying of the credits of Sch 70bn taken up to finance such projects. For 1999 Asfinag expects a loss of Sch 2.5bn, while the budgeted deficit was Sch 2bn. The 1998 loss amounted to Sch 1bn.

AUSTRIA: ASFINAG FREEZES INVESTMENT PLANS

Article Abstract:

Asfinag has withdrawn tenders for the construction of the first 5.5-km section for rest of the Sudautobahn motorway A2. This project includes the construction of a tunnel (Herzogbergtunnel) and a bridge (Modriachbachbrucke) with total investments of Sch 730mn. Construction start for the bridge was scheduled for 2000 and for the tunnel 2001. Asfinag explains the investment freeze with delays in the introduction of motorway tolls for lorries. Asfinag spends about Sch 8bn annually on the construction and maintenance of motorways. Motorway tolls of cars bring a revenue of about Sch 6bn. It was planned that the lorry tolls would yield Sch 2.1bn per year from 2002.

AUSTRIA: COMMON STAND ON ROAD CONSTRUCTION

Article Abstract:

The Austrian co-ordination group preparing the transport conference of Alpine countries in September 2000 has come to a decision according to which all roads that are included in the National Trasport Plan may be built. This includes high-priority transit routes. All other road projects can be stopped by the Transport Protocol that is to be concluded at the September conference of the environment ministers of the Alpine countries. The protocol would be a key element of the Transport Convention that was signed more than ten years ago. Until now the signing of the protocol has been blocked by the resistance of Austria.
