AUSTRIA: BIG RAILWAY PROJECTS UNDER THREAT

Article Abstract:

Helmut Draxler, director general of OBB says that the new government's plans to cut annual funding to the national railway company by Sch 4bn undermine OBB's investment plans. Among those projects that could be cancelled Mr Draxler mentions the Koralm tunnel on the line between Graz and Klagenfurt and the expansion of the Lower Inn Valley line. Both projects would involve investments of about Sch 30bn. Currently the Austrian state is providing about Sch 12bn annually for railway projects. The new government is also planning a separation of railway services and railway infrastructure. While the former would remain with OBB, HL-AG would be responsible for the latter.

AUSTRIA: BIG RAILWAY PROJECT IN TYROL

Article Abstract:

Planning permission has been filed with the Austrian infrastructure ministry for a new cargo railway in the Lower Inn Valley between Kundl and Baumkirchen in Tyrol. The railway that will run underground will join the Brenner base tunnel in the south. The permit procedure is likely to be completed by mid-2001, by when first tenders are to be invited. The railway project involves an investment of ab Sch 16.5bn.

AUSTRIA: STUDY OF RAILWAY PROJECTS

Article Abstract:

A study by Osterreichische Raumordnungskonferenz (OROK) , evaluates the economic viability of railway and road construction projects in Austria. The benefits evaluated included improved access for the population, effects on the regional economy and labour market, and environmental aspects. Among road construction projects, especially the planned link between Vienna and Bratislava is considered to have a high efficiency of investment. This project would involve an investment of Sch 1.3bn. Other road projects reviewed were the Vienna-Brno link (Sch 10.3bn), Linz-Ceske Budejovice (Sch 3bn) and Ilz-Heiligenkreuz (Sch 1.2bn). Among the railway projects reviewed, the highest efficiency of investment was seen for Vienna-Wels line (Sch 45.7bn), followed by Vienna-Graz with the Semmering tunnel (Sch 14.2bn), the Koralm line between Graz and Klagenfurt (Sch 20.7bn) and the Inntal line (Sch 22.2bn). As in the case of the latter project Italy and Germany would benefit, this project should involve international finance, according to OROK. Altogether investments in railways are considered to yield a higher efficiency than road projects.
