AUSTRIA: DETAILS ON UMTS AUCTION

Article Abstract:

Austria's Telecom Control Commission (TCK) has published details of the UMTS licence auction to be held in November 2000. Between four and six 20-year concessions will be auctioned, depending on market demand. The auction will cover 12 packets of frequencies of 5 MHz each. Each concessionaire will get 2-3 packets. By the end of year 2003 the concessionaires will have to be accessible to 25% of the population, by the end of 2005 to 50%. Minimum transmission speed is 144 KB/s. While each operator has to manage his own network, antennas can be shared. National roaming will be obligatory for GSM network operators with UMTS licence. TCK is to publish more details of the UMTS tender on 3 July 2000. While the government's budget estimates revenue from the auction at Sch 4.126bn, other estimates put the revenue at up to Sch 20bn.

AUSTRIA: FIRST UMTS LICENCES AUCTIONED

Article Abstract:

The first round of Austria's UMTS licence auction was concluded only after two days. All six bidders were awarded 2 packets of frequencies. The total sum of the bids, at Sch 9.691bn, is Sch 1.291bn higher than the minimum bids. Mobilkom paid Sch 1.66bn, One/Connect Sch 1.652bn, Max.mobil Sch 1.643bn, 3G Mobile (Telefonica) Sch 1.616bn, Hutchison 3G Sch 1.563bn and Mannesmann 3G Sch 1.557bn. In a second phase, five special frequency packets will be auctioned among the six winners. The minimum bids total Sch 1.75bn.

AUSTRIA: WATCHDOG WARNS UMTS BIDDERS

Article Abstract:

Austria's Telecom Control Commission has warned the bidders for UMTS licence against unlawful deals, threatening to stop the auction if collusion is detected. Max.mobil and One reject any allegations of secret deals. On the whole, the telecom industry expects prices in the auction to remain moderate. The minimum bids total Sch 10.15bn.
