Activism, but in what sense?

Article Abstract:

There are indications that President Bill Clinton is adopting an activist trade agenda for his second term. His administration will seek 'fast-track' authority from Congress, thus allowing it to negotiate trade agreements while Congress gives up the opportunity to introduce amendments at a later stage. However, the new Congress may be less in favour of free trade than its predecessors. Protectionist views may also be fuelled by misunderstanding of media reports about an increasing trade deficit.

Slow road to fast track

Article Abstract:

The US has been slow to embark on a new round of talks on world trade, and Congress has not granted President Bill Clinton fast track negotiating authority. This authority has been useful in previous trade talks. The reluctance of Congress is linked to divisions of opinion on environmental and labor issues. Clinton is permitted to make agreements if they do not involve changes in US law, but his freedom to make new agreements is limited unless Congress provides approval.

Bill Clinton's troubles: the man who talked too much

Article Abstract:

Clinton is constrained in his actions by the limits of the federal government, the budget deficit and a lack of true popular support. To be effective he must improve communication and set specific, limited goals. His appointment of Republican David Gergen as director of communications is a first step.
