Macao is to be handed over to China in 1999 and relations between Portugal and China have been easier than relations between the UK and China over Hong Kong. Sovereignty was relinquished by Portugal in 1974 but Portugal retained administrative control at the invitation of China to Dec 20 1999. Gambling is a major economic activity in Macao and there are no major economic issues to tackle in Macao as there are in Hong Kong. Macao's legislature is to be retained after the handover, another contrast with the situation in Hong Kong.
