Adieu, Dayton? Bosnia

Article Abstract:

Negotiator Richard Holbrooke, who helped establish the so-called Dayton peace agreement for Bosnia, has been asked by Pres Clinton to help save the agreement. No armed conflict has broken out, but there are disputes between Americans and Europeans, and two accused war criminals continue in power.

After Bosnia votes: for all their imperfections, Bosnia's elections are a step forward

Article Abstract:

Some observers have criticized the upcoming Sep 1996 elections in Bosnia because they are likely to result in the elections of nationalist candidates. However, Bosnia would gain nothing from postponing the elections and they are a good first start towards democratic rule.

After Bosnia, GATT is easy: European foreign policy

Article Abstract:

Belgian foreign minister Willy Claes went to Bosnia-Herzegovina in an effort to encourage peace, but he the European Community gave him no real authority. The situation in the Balkans and the upcoming GATT talks illustrate the lack of consensus among EC members.
