Amnesty International's guide to a free Hong Kong

Article Abstract:

Amnesty International has issued a report, called Hong Kong: Human Rights, Law and Autonomy, to Hong Kong Governor Chris Van Patten and the press that proposes guidelines in assuring human rights in Hong Kong during and after reversion to China. The report mainly focuses in assuring the enforcement and safeguarding of human rights through the creation of an independent Human-Rights Commission, a commitment from chief executive designate Tung Chee-hwa on the Bill of Rights, and adherence to the International Covenant on Civil and Political Rights.

Special autonomy in Irian Jaya holds some promise

Article Abstract:

A legislative bill calling for "special autonomy" for the region of Irian Jaya, Indonesia, is being negotiated in the national parliament. The bill, which seeks to recognize the unique cultural heritage of Irian Jaya could help dispel ethnic and regional conflicts in the area. Human rights issues and acknowledgement of past abuses are also key items on the agenda for diplomacy between the national governement and this troubled province.

As world governments seem reluctant to establish tribunal to punish Indonesians for human rights violations in East Timor, the United Nations Transitional Administration set up an ad-hoc court system, with only limited prosecutorial abilities.
