An accident of history?

Article Abstract:

At least some of Hong Kong's spectacular economic growth can be attributed to circumstance instead of design. In its first days of British rule, an unexpected inflow of Chinese found the colony's legal system better suited to personal economic opportunity. Free-market economist Milton Friedman attributes some of the colony's recent success to John Cowperthwaite who served as financial secretary for 10 years after World War II. Cowperthwaite made certain that the government did not interfere with local entrepreneurial development.

Amazing grace

Article Abstract:

A conference on entrepreneurial development for poor countries differed from such usual events because it had an optimistic Christian tone. It was sponsored by the Maranatha Trust and Opportunity International, which represents a collection of 45 groups devoted to the development of small business among the poor. The central goal of the groups is credit access, provided by loans at market rates to those who would not qualify for loans from conventional sources such as banks.

Article Abstract:

The newly published book 'Red Flag Over Hong Kong' predicts a future of decline for the colony after British rule ends in 1997. The three authors of the book claim that their conclusions are based on a scientific model of decision-making that charts how competing interest groups resolve disputes over policy. The model predicts the outcome of conflicting policies supported by different Chinese leaders whose views range between no autonomy and full autonomy for Hong Kong.
