An emotional budget

Article Abstract:

The Irish economy is growing strongly and the government has delivered a generous budget, using its fiscal surplus. There have been criticisms of plans to assess married couples as individuals, as occurs in Europe as a whole, with critics arguing that mothers not in paid work are discriminated against. Labor unions also argue that tax cuts help the rich rather than the poor. There is also concern about cutting taxes at a time of high economic growth, though the most controversial issue has been the separate taxation of married couples.

Money can't buy me love

Article Abstract:

Russia may be unable to repay debt to the International Monetary Fund if additional international aid is not provided in 1999. Russia is already behind with debts inherited from the days of the USSR. Russia has a current account surplus but investors are reluctant to hold the Russian currency or invest in Russia. The Russian economy is shrinking. Western investment has tended to focus on the energy industry. Western countries could increase trade with Russia, and focus on regions and institutions that show some competence.

Article Abstract:

An analysis of the planned cuts in Capital Gains Taxes for the purpose of increasing the savings rate reveals that the move's goal may not be attainable as equity and other measures involving taxation are not considered. The move however, is seen to benefit the government by slightly altering investment behavior but the impact of the move may not be as considerable as earlier anticipated.
