Arcelor holders urged to vote against buyback

Arcelor S.A. of France has tabled a share buyback plan that many believe is a defence against Mittal Steel Company N.V. of the Netherlands hostile acquistion bid. The French steel company investors have been counseled by Institutional Shareholder Services that the move could jeopardize Arcelor S.A.'s financial stability.
