Asian democracy for the 21st century

Article Abstract:

A proposed future government system for East Asian governments, that embodies the Confucian and Western democratic principles, lies in the formation of a bicameral legislative system. The legislative system is divided into a lower house of democratically elected officials and an upper house or 'House of Scholars' that is a collection of officials who qualified based on a competitive examination. These scholar-officials in the upper house would serve to check and balance the decision of the elected head of state and those of the lower house. This system would ensure that no tyranny or mob rule would rise to solve domestic problems.

A refugee crisis doesn't have to happen

Article Abstract:

The coming U.S. war against the Taliban could cause a refugee crisis since Afghanistan's neighbors have closed their borders, but buffer zones may alleviate the emergency. Military-protected zones would lessen civilian casualties and demonstrate that the war is against terrorists, not Muslims or Afghani citizens.
