Malaysian deputy prime minister Datuk Seri Anwar Ibrahim hopes to make Kuala Lumpur Southeast Asia's next great financial-services center, but batteries of skeptics doubt he can succeed. He has spoken before groups in Hong Kong and elsewhere, in part to lure those nervous about the 1997 transition to Chinese rule, and has put forth a series of inventives and liberalization measures. One part of the effort would attract foreign banks to the island of Labuan, a tax haven, perhaps followed by access to Kuala Lumpur itself.

Name game; funds in Hong Kong often have misleading monikers

Article Abstract:

Many Hong Kong-authorized investment funds' actual investments are in different geographic or financial areas than their names imply. Often this is to the investors' benefit, as in the case of GT Japanese Warrants & Derivatives Fund, which has only 11% of its portfolio in warrants but rose over 175% in 1995 (through Dec 15). Critics say many funds simply pander to greed with names that bear little resemblance to planned investments, but often expected opportunities change or fail to develop.
