Back on the bus

Article Abstract:

Legal action in Connecticut in 1989 argued that children from ethnic minorities were not being given an adequate education. Children in Bridgeport, New Haven and Hartford, three run-down cities, are more likely to be affected by poverty and to come from African American or Latino backgrounds. The legislature has sought to tackle the problem through voluntary measures, including voluntary busing. A schools superintendent from a mainly white area, who opposed the recruitment of minority teachers, has been offered a post in a richer and whiter area.

The court's manoeuvres

Article Abstract:

Most private schools in the US are religious schools, and this means that school voucher systems trigger debates on the separation of state and church. There have been legal rulings that ban usage of public funds for religious schools, yet a tax brewk for private and public schools in Minnesota was permitted in 1983, though religious schools accounted for 96% of the funds. A Supreme Court decision may be influenced by whether vouchers are seen to foster diverse views or simply religious views.
