The Philippines' leading beer companies, San Miguel and Asia Brewery, are lobbying the national legislature in behalf of proposals to raise beer taxes. Each company favors an increase that will affect the segment of the market that the other dominates. San Miguel seeks a flat rate, while Asia Brewery advocates a two-tier tax system. The federal government, which wants the increase to reduce the budget deficit, wants a 9% increase of taxes on San Miguel's main products and a 35% increase on Asia Brewery's main products. The dispute illustrates the strength of special interests in the Philippines.

Heavy leverage: Manila takes on Lucio Tan for back taxes

Article Abstract:

The Philippine Bureau of Internal Revenue on Jul 14, 1993 assessed Fortune Tobacco, the flagship firm of tobacco-and-beer tycoon Lucio Tan, for $271 million in unpaid taxes. The bureau simultaneously directed all the rest of Tan's companies to make their financial records available for inspection. Pres Fidel Ramos instigated the action to carry out his promise to go after tax evaders who helped to make the Philippines' tax revenue in 1991 equal to only 17% of its gross national product. Tan has employed at least four law firms to defeat the government in court.

The World Bank is pressuring the Philippine government to improve its tax collection in exchange for a new US$1.5 to US$1.7 billion financial package. According to the bank's Feb 20, 1992 report, the Philippine government's tax collection record has always been disproportionate to the country's total expenditures. Similarly, the country's ratio of revenue to GNP and potential intake has always been below that of its Southeast Asian neighbors.
